Kayla Dale serves as the Public Information Officer for Amador Fire, where she plays a vital role in advancing the department’s mission to protect lives and property. She specializes in delivering timely, accurate information to the community and building strong, collaborative relationships that support fire safety and pre-incident planning.
 
With over a decade of experience in the fire service, Kayla began her career with the California Department of Forestry and Fire Protection before joining Amador Fire in 2019. Since her arrival, she has taken on multiple leadership roles and has been instrumental in expanding community outreach and public education programs. When she first joined the department, Amador County had just one recognized Firewise community. Today, thanks to her efforts, there are over forty, with more on the path to certification. Working with state and federal agencies to facilitate emergency planning and evacuation drills throughout the county. 
 
Kayla holds an Associate of Science degree in Fire Science and is currently pursuing a Bachelor of Science in Emergency Management. Her educational background, combined with her practical experience, strengthens her ability to lead effective public safety initiatives.
As a Northern California native, Kayla lives in Pioneer with her husband and their daughter. She remains deeply committed to improving public safety, fire prevention, and emergency preparedness across Amador County.

Building and Maintaining Public Trust Online That Translates to In-Person Connection

Public Information Officers play a critical leadership role in shaping how a department is viewed, trusted, and supported by the community. This session focuses on the PIO’s responsibility to tell the department’s story clearly, consistently, and authentically, across both digital platforms and face-to-face interactions.

Participants will explore how effective communication reinforces the department’s mission, vision, and values, ensuring they are not only shared with the public but also demonstrated through everyday actions and messaging. The presentation examines how trust is built before emergencies occur, how it is tested during incidents, and how PIOs can help ensure their agency’s words and actions remain aligned with the community.

Through practical examples, this session highlights leadership-driven strategies for transparency, credibility, and relationship-building. Attendees will gain tools to strengthen public confidence online, at community events, during incidents, and in routine interactions, so the department’s message is consistent, understood, and trusted wherever the public encounters it.
